I am able to understand your concern but before crypto evolving, most get paid kind of services offered lottery along with sign up and other similar offers. In crypto space, I did get free lottery along with faucet claiming, (hope I do not need to mention the service name as they turned broken very recently). Because of this, I never preferred to spend money for lottery and at the same time, even I have been actively collecting their faucets and lottery tickets I never turned lucy to win at least once.

But it is still much better than in authoritarian regimes where the money can end up in the pockets of some leaders.

It’s probably one of, if not the most well known type of gambling that some people may not even consider it as gambling. I know for a fact that some people do not see betting on lottery as gambling because they are only paying low amounts of money for the possibility of a high paying reward. They don’t realize that the money they use to pay is accumulating and has probably grown ever since.

Risk involved is still risky because it's a chance and luck based game, and let us assumed that in a lottery of 3000 applicants and you happened to be there as well, if the raffle is drawn and you didn't win don't you know is as much as regular gambling? Yes it's became gambling is also chance and luck based game. Like I can understand correctly, the most reason why they don't pay attention is because of the entry amount and it's not that common and fun like other regular gambling.

Well to me they are all classified as gambling and whatever thing that deals with chances or that involves a probability is known to be gambling, let say what is the probability of you choosing a random number and it happens to be the exacts number that would be displayed on the last day as final result? It's either 0 or 1 right? Yes this is why we can say it's classified as gambling or either being grouped and categorized as class of gambling because you can never be sure of the outcome as a results and or even guess whom to be announced as the winner. I think the major reason why people don't mostly talks about it here is because they hardly offer it in the gambling site since most of their entry are usually from $200, $1000 and $3000 and above most people finds it very risky to have joined such game.

Maybe OP is more concerned about online platforms and not visiting physical lottery locations. I have read so much about national lotteries backed by the government where people win big. A quick search also showed that such gambling service is also offered by the Nigerian government. A ticket costs as low as 100 Naira and winning could be as high as 45 million Naira and above.

Don't forget that most things you read about the Nigerian government are only for the book, it never happened, at this point I advise we don't deceive ourselves any further. What is happening in that region I posted above (The UK, US, and probably the UK) is not hidden and you can walk to most supermarkets and related places to even purchase your ticket, so it is popular and yearly live true to its name and purpose.

As for the online presence, I am not sure if a foreigner will be able to purchase the ticket online without proper identification, which was why I suggested he purchase it through his friend or family abroad.
