You are right in one side ( similar topics must be deleted) but I don't agree with you about the other side i e if newbie members are prohibited to post out "beginner section", then how will they get upper rank ?
The unique solution is to delete repeated threads , I think it's sufficient measure .
Why am I not surprised you misunderstood what OP suggested?
The suggestion was that newbies wouldn't be allowed to start new threads,
outside of beginners and help. They'd be able to post all they want in that section.
Does that make it clear?  That way mods wouldn't have to work overtime
trying to clean up noob messes.

I agree with that, and it needs to be done urgently, there are tons of newbies trying to start new threads in order to scam some people, and it happens on the lending section. Or those who keep posting shitty threads like "what is bitcoin?" "how much is bitcoin worth?" and people replies to them, and it gets thousands of replies that are the same.. and i see it everyday
Most of replying users are involved in Sig campaigns , that's why such shit threads recieve thousands of replies .

Are they requiring just "new topics" or replies also can be posts.

This would be a great first step, and I think there did used to be
a newbie 'jail' at one time.  It does seem like most of the stupidest
threads are the silly questions that newbies ask repeatedly, ones
no Full Member would have any excuse asking.  I think this idea,
while it wouldn't solve all the problems, would cut down on the
spammiest threads.  I'm curious to hear what mods & old timers
think.

We have seen a mess on the forum due to many similar and crap threads, what i have observed that most of these threads are started by "Brand New" and "Newbie" members.
Just a suggestion that if there would be some restrictions for "Newbie" and "Brand New" members that they can't start a new thread on the forum except "Beginners and Help" section then i think this will help to keep clean the forum.
