The answer is the ICO is a failure and did not generate enough funds for the project to continue, so they are not going to pay bounty hunters because the project will be pause, I have seen so many projects like this when I was just starting out in this forum, maybe because investors are now very choosy when it comes to investing in ICO.

You can't blame them for getting business at this expense. So i look at it, like, "do dev actually care about the real early adopters" will they account for us when the bounty after 10's of thousands of people will join. Usually the answer is, they cant give more than 50 dollars in these types of situations.

I have my own strategy that helps me in 75% of cases. First of all, you need to look at the team, it's important. After that, the design should also be of high quality. You can determined a person specially when money is involved only few can be trusted. When a professional scammers is there researching wont take effect ,they do some tactic to make those participants believed that the project is legit and no redflag is the addition to make it more real.
First of all, study the ICO well, research for their background and also take a look at the moderator. Most of the bounties have telegram, and it can also be a way to determine the legibility of the bounty, you can seek for the telegram group and ask questions about the one that is managing that bounty program.
Unfortunately, there are lots of examples like you've described.. I feel really sorry about your experience.. Especially translation bounty.. I know how time-consuming and challenging this work can be..
