Well, I think I still don't understand the merit system but I understand the rank system.
You need to be active in bitcointalk forum and make post so that your post and activity will automatically increase and when it reaches the maximum post your level will go up.
Well, even if you have an account older than 5 years, it won't a rank up unless you are an active member of this forum. The rules of account ranking have changed and now you will not only need activity points but also you will have to reach the minimum amount required for merits. Merits are like Facebook likes but there is a limited number of merits that a member can give to another member, so in order to earn merit points you have to post quality content. It is highly discouraged to ask/buy/beg for the merit points. Just keeping it simple and natural is the best way to gain the next rank.

I think you are not active on this forum. So if you want to level up need to post or quote other post but remember never post on off topic section or low-quality post or quote otherwise you will be ban. Now you can try to read every post on this forum and try to help others and also create a topic . But now level up is so hard because you need merit to level up your rank so make a high-quality post to get the merit.
If you are an active user in this forum at early 2017, probably you have a full member account right now, you've missed the boat wherein you can level up just by an increase of activities without being meritted.
Just be active by posting in every topic with quality. A good quality post will be awarded by merit that helps you to rank for more.

Rank is base on how many activity you have0-29 activity is newbie rank
30-59 is junior member
60-119 is full member
So on and so fort.
Every 2 weeks or 14 days is the update of activity.

In order to reach levels/rank you need to meet each rank's requirements. You can visit this thread here for more information about each and every rank requirements to rank/level up. About the merit(required for ranking up this is the link about the guidelines on how to earn merit. Hope this will help you out to rank up.

Before i post my post first reads for newbie can level up to jr member must post as many as 30 post one post for a day

You have to read and comment in many topics that you want and should not be beyond the topic of others and post as much on topic so as not to be deleted.

This shows that wisdom does not come with age necessarily. It’s like buying a ball and asking how to play alongside Messi or Ronaldo without having the skillset nor the intention to improve.

From my findings, there are two things that are key: posting constructively and being active. It is never by how old your account is. For you to have created your account since 2017 and still remained a newbie confirms that you have never been active. Follow the discussions and contribute constructively and am sure you will grow. Am also advicing myself as we are still in the same rank.
Step 1 - learn to read
Step 2 - Read the fucking stickies instead of filling the boards with copies of topics that have been posted hundreds of times before.

I think you must need to be more active reading and posting in some thread. Then your account will be on the higher level or rank soon. Just wait and be more patience on this. Hardwork is the key to success.
