What's the easiest way to send small 1000 satoshi payment?

Its all about which wallet you opt and how much transaction fee they charge.
Generally they make 8000 per transaction.
The main point is that the 1000 satoshi you are trying to send is a very small amount.
Make a high amount to transfer your satoshi or withdraw your amount with a note there will be transaction fee which is high.
The other way is that you should be downloaded a bitcoin core original wallet software.
I recommend you, use some apps even for generating satoshi higher than you amount they will automatically send your satoshi amount to your BITCOIN wallet.

The transaction fees would always be higher than such small amounts as 1000 satoshies.So the easier way to do that is by sending the satoshies through poloniex exchange which charges 10000 satoshies as a transaction fees.I think that is the easy way out because transaction fees always higher but poloniex is really cool.
some says it is base on the blockchain transaction right? those transaction fees will go up and down if the bitcoin is not on stable, am i right?

FREE only between some same wallets but external target wallet will not even send it.

Some needs 1500 sat for transfer fee LOL

This is possible for only xapo wallet to xapo wallet as I have heard that there is no fees involved when sending BTC between the xapo wallets. Maybe Coinbase is also offering this type of service but I'm not sure though.
Yeah BTC must really think about scaling problem else someday one of the compitators will overtake it's position.
I think most of the wallet has no transaction fee if they send at the same bitcoin wallet, example for coinbase, coins.ph, xapo and others if you send money at the same wallet they do not imposed charge on it or fee but if you send 1000 satoshi in other wallet do not try it you will be shock on the transaction fee.

I think it's okay to test that " you can send 1000 satoshi or not" but in the real life i think you shouldn't try it because it's a wasted.

Its certainly impossible to send such payments on a third party wallet. You can send it only using private key wallets like electrum or bitcoin core. However just sending 1000 satoshi would take you a lot of fees might even be 10000 satoshi. This makes sending such payments practically infeasible.

You can set 1 satoshi per byte. 1 input 1 output is 192 bytes. Cost 192 satoshi. Each extra input: 147 bytes. A 1 satoshi per byte transaction may take weeks to clear but what's the rush.  

I sent a 1 satoshi/byte transaction last month and it took about 10 days to clear but it went through.

Of course, it requires an empty mempool and a time may come when mempool will never get empty.

1000 satoshi! this is very small.
It is impossible to make a transaction, for the balance of 1000 satoshi is not enough.
We all know the function of the wallet itself is almost the same as the bank account, any funds saved to the bank account can not be taken all (100%) must be there fund the remaining, as well as the online wallet that you use.

1000 satoshi is really very small payment now , and you can not do it because this pay even can not over then your Transaction costs

i suggest you can payment with other currency with the same value with 1000 satoshi.
