I actually tried this once however 1000 satoshi is lower than the transaction fee. You should send an amount higher than the transaction fee. I'm not really sure if there is a wallet that offers a super low transaction fee.

i think its impossible send a bitcoin with that said fee not unless you use some kind of transaction accelerator service like viabtc.com but again your still gonna pay in order for them to accelerate your transaction or you can just use altcoin like dogecoin and litecoin because they tend to have a lesser fee on transaction and also there were some coins that offers a zero fees like xrb.

I think you can send 1000 satoshi, but the fee will be much higher than the amount you sent.
If you wouldn't mind me asking what is the payment for? Why is it only worth 1000? Anyways it's not really my business to know further about it. Going back to your question I think that is not even possible cause transaction fee for that payment could be higher. I believe there is a minimum amount for sending btc to a different wallet.
I know that feeling, was also being very curious about this. Maybe only a test transaction? Who knows..
lol you will pay 100000 fees for sending 1000 sats. I think you better use another crypto currency to avoid the fee.
