Depends on where you buy your VPS... usually there are upgrade plans available, but i don't know if there are many VPS providers that have an unlimited plan...

But, like foxkyu said, you CAN install a VPN server on a VPS... The only two downsides i see, is that you only have 1 server to chose from, and that VPS servers usually have a bandwith limit, while most VPS services don't
but like i mention before, on vps you can install many tool, not only vpn, also web server, dns server, proxy server, ssh server, and many more.

If you end up disappointed with Cyberghost (like i was recently, mostly due to often disconnects and sudden server un-availability by designated country) i would

They have much more stabile servers imho, and they are known as a service that does not share or keep logs, which may be appreciated by you due to extra annonymity.

I used CyberGhost for over a year and in the beginning I had many problems like this. After I contacted their customer service, they asked me couple of questions and told me that they have tweaked something in their system and after that everything was working much better. Why don't you use the free VPN that are all over the internet, search on google "Free vpn" and you will have many results
Back when I was in China, I used a free vpn service called Psiphon and I was able to access blocked sites.
Id say watch out for things that are cheap. Remember you get what you pay for.
