You could contact someone on the "Services" section or another option is opening a competition where you give an idea of what you want and offer a prize for the best entry. If you want a selection to choose from go with a competition (could even give runner-up prizes).
Go to the services section an announce the work for designing and mention all the details about your business and the pay for it. You will get some designers or start a contest for these designs.

Already there are many service who offers Signature campaign. And when user use their signature and posts a post then for every post user get paid a certain amount on basis of per day or week or month.
I don't get what you exactly want ? Want to run own signature or create signature campaign.

I think if the campaign is not a big budget one , like above 10 BTC/ month spending, I dont think it has any effect.
A lot of posters are low quality, or might not give the best impression on people, certainly Full Member and above signatures are more visible than others, but even then if there is not a lot of them, people will hardly click on it.
That is how TV ads keep repeating, because the first 10 times the customer wont even observe the ad. So if you have a campaign that has 30,000 posts / month, then maybe if you are lucky you get 1% of that in traffic.
And even then people might not spend money on your website, so maybe it's good to make your service known to people, but the visitors might not translate into profit immediately at a 1:1 ratio.
