Where can I find him? I have no idea how to even contact him about what he owes.

Kacper owes still Bitcoin to the users of his old platform GetLine.in.
He said, there will be an agreement with the investors, but this has been said on May 29th, 2018. Until now he has not answered to further questions when the payments of the outstanding debts will start.

Hi is this project dead? I still haven't received my confirmation email, and I don't see a way to register a new account, and I don't see any ICO status..

Usually the competition will be more stringent if every project that is launched always use the same concept with other projects.
But if seen Getline is very focused on the loan platform that makes the features more detail.
I'm sure that Getline will be so calculated in the cryptocurrency project exchanges.

I'm curious, is the project legally registered? The trust of the investor depends on the properly chosen jurisdiction. The decision from the Indian team is likely.

a very good question
I am also waiting for an answer to your question
to make sure the project is secure

Seems great but can i know what is the difference between say your platform, compared to traditional counterparts such as the likes of Bitbond? I mean i don't really get how your system will work alongside Ethereum.

If you could explain in a bit more detail that would be great.

How will collateral be held by the lenders?

Information asymmetry and adverse selection state that borrower has more information about his situation and motivation than lend. So adding collateral can add more information for the lender. There is scientific proven (Chan and Thakor 1987) that borrower willingness to provide collateral will be inversely related to PD. So adding collateral will reduce a PD.

Collateral will be held by smart contract - so investor cannot scam the borrower

Seems to me, it will process like a regular bank, that lets someone barrow money with collateral, while investors will gain profit from putting in their money. Compared to those previously hype Coin with Lending program, how do you plan to make this a succeful one, considering Lending platforms on crypto are now less popular?
