I remember once I got my english paper - I failed it and the whole paper was red because teacher was so upset on my english. I later did Masters in English and taught English for around 15 years. and made sure that my students do not suffer what I went through!

Yea, things will never be as easy as that. Having good English skills is always an edge but the opportunity that Op is trying to share is confusing and isn't reliable. Banks won't trust people that easily. We all know how skeptical they are about releasing money so as trusting ordinary people.
