Yes it really helps. Having run several forums, the amount of spam you can get with smf, phpbb, vb, xf, iph is amazing. I had one site getting 20+ members a day that were all spam with 100+ spam posts and it was an extremely small forum.
It is a slight inconvenience, but for a clean forum, well worth it.

The restrictions are to keep spam down. Making sure people aren't flooding the site with crap essentially.
And to make sure people don't make 5+ accounts an come beg for coin with all of them.

Yup, probably right as well, although I don't know why you would go beg for coins. Try some of the free sites if you really want some. Still, spam is spam, and this is a decent way to control it IMO.
