yes i agree with your suggestion for it, it seems you can not make verification for withdrawal in small or large quantities because it is very difficult for users who want to attract bitcoin them, if you make a rule like that I'm sure your site will not be crowded users to play and bet with your site, because there are too many rules that you apply for withdrawal.
