It is better to invest in the ICO at which the price of selling the token on the exchange will be higher than during the ICO itself

When investing before the ICO ends or has not started we just spend the funds that sparingly but we do not know the project was successful or not.
Then we invest after ICO selesei usually the funds in the output will be many but we can know if the project is successful or not.

Speculators are casting their 1% interest storing or their Volatile BTC & ETH Profit at Primary coin offerings & token.
There are high chance to get scammed if you put your money in ICO without any information.

The white paper could be just a lot of hot air. Unless you start implementation, you don't know the problems that will crop up. You could find that the potential risks are high if there is just a white paper.

Not necessarily. That's good advice for normal investment but ICOs follow no rules. Product, big team, road map. Look at Humaniq, Bancor etc.
