You can earn much in ICO, but it's risky because some ICO's are scam, you need to research first before you to invest. Better to buy bitcoin and wait to increase the price.

in my opinion you better set aside half to buy bitcoin,
and the other half for participation in ico

That also depends on the budget you have. Both investments present a certain risk so try to get as much information as you can before investing. If you plan to invest in ICO, make sure to research and reand everything you can about them and their project. And investing in bitcoin you also need some luck to pick the right time.

Investing in ICO is riskier as the price of the token after sale ends are dropped more than 50% nowadays due to bearish market & it is also not guaranteed that the ICO team will deliver the project on time as per their roadmap as most of the ICO are failed and are unable to deliver the product. Right now BTC price is low as compared to the price in last Dec, either you can but BTC right now or you can buy the token of the ICO which are already listed on reputable exchanges and have good volume.

for me, I would prefer to invest in bitcoin rather than invest in an ICO project, because bitcoin is clearly proven to be a market price movement and a parent for all coins, and for investment in ICO it is not necessarily successful and when it comes to the market the price will not necessarily grow more good.

There is no hardcore comparison between BTC and Alt coins. BTC is a king of crypto market. There are various options in alt coins. Personally my favourite alt coins are ETH , NEO , Dash and ripple. These are the best coins to invest in 2018. Because probably prices of these coins will go up in future.
