It depends on both, your country and the legality of Bitcoin. Some countries do not allow the people to gamble and some of them do. Now if your country doesn't prohibit gambling then it is probably legal. But now it also depends if your country has any rules against Bitcoin too or not. If there is no such rule in your country which stops anyone from gambling but Bitcoin is banned in the country then i guess it would be illegal as you are using an illegal currency for gambling. If the authorities find out what you are doing, you might have to face problems. If Bitcoin is neither legal nor illegal in your country then you are free to do it ofcourse.
Countries in the middle east to the best of my knowledge because of the way they are being ruled through various Islamic injunctions, there is no justification whatsoever for gambling whether fiat or btc. But for my country gambling on its own is legal so far you can meet the terms and condition among which the most important one is 18 years the moment that is settled, you are good to go without any limitation. With bitcoin coming to the mainstream, the law is still silent as to which direction we want to go.
