Definitely less safe than normal banking transaction as there are no formal support on rollbacking on any mistakes, but its really a red sea if you look on the trading side of cryptocurrency, its really volatile for less popular coins and you could be masked by a insanely overvalued priced token that you purchased token and let the sellers get away. Cryptocurrency doesnt much regulation and you are very likely to get into scam projecrs that turn your hard earned cash in fairy dusts.
The use of crypto currency is safe. The block chain is an excellent invention that does not lend itself to scammers and can not be faked. But at the same time, crypto-currencies are volatile, only this is not very reliable.
The state forbids the use of crypto because they fear that the whole community will turn to the crypto and leave the country's virtual currency. If we are to look at the legalization + adoption , like what you said country ban the use of crypto, well we are safe to say crypto gonna be regulate and available for all the countries
