I don't thing ETH is very cheap right now. Not everyone can afford it. The coins that are very cheap right now are XRP, Waves, and Stratis. You don't consider something at $200-$400 cheap. But if you ever have money buy it. The best moment to buy altcoins is when the market goes down.

can be spelled out like that especially yesterday the price of almost all altcoin decreased I do not know what caused it to happen just really everything is in a state of down whether the volality can make it all down or the investors who hear bad news about it.

The time you are writing this, Eth was 371 USD and a month later Eth is around 750 USD, an increase in 400 USD in a month that's a significant increase. I don't think miners are the only factor that influences the price of Eth as 90% of ICOs are residing over Ethereum blockchain. Its still an undervalued cryptocurrency.
