yes! most of the time, but it is more better to buy altcoins while its in the dip, because it is the only chance to ride again before it start to pump. all altcoins are profitable when bitcoin starts to skyrocket again, so you better to buy altcoins now while its in the dip.
The market is low and it is a good time to buy but then one needs to be careful. We should not be bag holders and not invest on something which is ATL and have no future of support. It might be a tough decision but then if you read about the projects that interests you I am sure you will find something good. Few projects that I can say worth looking at are-

This time it is quite dangerous, I think we should wait until the trend of Bitcoin is clear to decide whether to buy altcoin or not.
I'm sure this is the right moment to buy coins, the price indicator is starting to crawl up and maybe in September bitcoin will be stable and followed by other coins. Still confident that the end of the year coin prices will rise like last year

I agree, now with the market cap at all time lows this year, it is the best time to buy. In the short term you may be a bit in the minus as you can never time the entry perfectly...but in the long term you should be doing pretty fine.

I think everytime is a right time to buy altcoins, because if you buy it now, you just have to wait and hold that coins to be sell in the profitable time. And the beat timing to buy it is in the red market, it can cost you less amount.

Yes, it is a god time to buy as many altcoins as you want because the market is in red now and if you hold them for long term, they will yield profit when the market recover from the bear and the bull run starts. The price of altcoin is very cheap now because of the dip and you can buy as many potential coin as you want. Take your time to do a very good research of altcoin before you invest in any one.
