Is it possible for a user as a newbie to send merits?
That is possible, but when you have at least 1 sendable merit (sMerit) when you open this link: https://bitcointalk.org/index.php?action=merit

If yes, How many?
Minimum 1 and maximum 50 in 30 days for 1 user. You can also send to 1-1000 users or more on posts that you consider appropriate if you have a sendable merit (sMerit).

and how many can you receive as a Newbie?
Depends on the quality of your post. If you can post something useful then that post might be appropriately merit by other users.

Maybe coupable want to prove to the OP that newbie can also receive merit from anyone, but maybe coupable do not send it on posts that deserve to be appreciated. 1 merit is a very small number, mate.  Cheesy

I have sent you 1 merit point for this topic, once you receive another point, you will be able to see that you can send 1 point to a post of your choice. There is no restriction for newbie to send smerits if he owns them.

I don't want to control how you spent your merits, but I believe sending to a thread or post like OP is not a wise decision. His question has been asked many times and there are countless resources that can be found to answer him. Not to mention all of his previous posts were about bounties.

and how many can you receive as a Newbie?

As of now, you're rank is no longer newbie because coupable sent you a merit which you'll automatically got 0.5 smerit once you receive a merit again then you'll have 1 smerit and you can send merit to anyone who you think are deserving to received your merit. Most post that got merited and helpful ones and contributed a lot to the forum and help lots of people regarding the issue they have while some are guides in helping you learn what to do about a certain things.

for each 2 merits you receive, you get 1 sMerit you can send.

Note: the maximum number of merits you can send to the same member within a month is 50.

You  can receive unlimited merit.
It only depends on your post quality.

In general  if you are interested in cryptocurrency and act as a genuine person, you will receive enough merits to rank up.

As you are still a newbie without any smerit, you will always see 0 received merits and 0 sendable merits. Merit received will determine merits you will be able to send.
For every 2 merits you received, you will get 1 merit to send to any post you think it deserves it. The number of merits to send is the half of the number of the merits received.
I have sent you 1 merit point for this topic, once you receive another point, you will be able to see that you can send 1 point to a post of your choice. There is no restriction for newbie to send smerits if he owns them.
I insist you to check threads mentioned in previous comments to learn about how to earn merit points, as you have to receive some so you can send some.

In addition to the post above some newbies are able to receive merits before they rank up to jr. member rank due to lack of activity then newbies are able to send merit. You should read this thread for further understanding about the merit system and here is the link of the thread https://bitcointalksearch.org/topic/merit-new-rank-requirements-2818350. You shouldn't focus on merit.

All are able to send merit as long as you have smerit left. Since you are a newbie you won't be able to send merit unless someone send you a merit. Receiving 1 merit then you'll automatically earn 0.5 smerit which is what forum users send to other forum users. You must need 2 merits then you'll have 1 smerit. Smerit means Sendable Merit. Newbie can receive as much as other rank can. That really depends if they will send you merit by clicking the +merit near ths quote button.
