You need a third party in situations want to use offline example like bitcoin debit cards like wirex and uquid or OpenDimes.... you just need to deposit your bitcoin to these services and then you can use them in offline transaction. However, you have to think before using them because the fee is very high.

You can trade paper wallets but overall it would need to be redeemed via the blockchain which is online.
i don't think so because bitcoin has not been designed like gold that is easily redeemed in the offline market and You need to be connected to the internet in order to get your transactions on the blockchain.

In the meantime that's not possible for now, we can only use bitcoin through internet or data connection then without it of course bitcoin will be useless at all. Meaning offline is not possible in any form of digital currency.
