I don't know much about the project. Though I did some research on it few months ago but wasn't too pleased with the huge amount of coin/stake they required from network members to participate in their PoS. I wouldn't trust any cryptocurrency that make such big demands/requirements. It is a big risk and can easily lead to centralization.
 I strongly believe that consensus on shared or decentralized network/system should be based on merit and not how much stake you have.

It's certainly an ambitious project. Blockchain interoperability is something that many developers have been talking about in the past two years and Polkadot seems to be the closest thing. You cannot ignore also the support it's getting even after their funds raised through ICO in 2017 was exploited. 

What I don't like is how people are calling it as "Ethereum killer". I mean, how many projects have tried in the past? Remember EOS in the beginning and where it stands now?

So is it time? It depends on your risk appetite. It's still in the early stage but if you have money that you can afford to lose, it wouldn't be a bad idea to choose Polkadot. For me, I would wait for Polkadot 2.0 before looking at the project more seriously. I might be late to the party by that time but it's a safer bet (it's the same as waiting for a breakout in trading).

Polkadot is not a coin but a whole lot crypto ecosystem and comes with multiple use cases and application a bit similar to ethereum network also one of the founders was previously involved with Ethereum so looks good to me. Personally i would wait a little before investing i want to see how their ecosystem performs and how big the userbase they can attract
