First, I want you to know that online gambling is just the same thing as traditional gambling, apart from only small differences they may have, such as the fact that a country might have full regulations over traditional gambling but may not be able to fully control online gambling sites. As a matter of fact, some casino sites might be functional in a country where they do not have a license to operate. Online gambling and traditional gambling are just two of the same activities. A country without gambling laws simply means that anyone can do anything they want in terms of gambling activity; it means that gambling is not prohibited in such a country, and as such, online gambling is not also a crime.

More than the laws, what matters is the culture of the country, how people were educated and how they follow their principles, so no matter how legal or illegal it is, if a person believes that it is wrong, they will not do it and there will be no law in the world that makes her change her opinion, in short, the cultural issue is very important.
This is not what OP is asking. He is asking why some countries only have laws for traditional gambling but not having laws for online gambling. But that is not possible. All countries have laws for gambling generally. Although you will see some citizens of the country that will gamble underground and using foreign sites to gamble despite that gambling is not legal in such country. I am referring to Muslim countries.

If no laws ban gambling, then it's legal to gamble. I think that this works for most countries:

Every country is formed on the law and constitution, if not, everyone would be doing as they like without being guilty of ill acts. There is nothing they would not capture in writing the constitution/law which includes that of gambling. It's a must that the position of the country would be clearly made known about gambling activities both offline and online and how they would be regulated and taxed for the benefit of the country, if allowed.

Now, it is either they are for it or against it as we see countries where gambling is allowed and countries where it is illegal. In plain terms, no country can be without a gambling law, so what you are asking is not just possible.

If a country is against gambling, it does not matter whether its a physical one or online gambling platforms are restricted by them, both are in consideration for the law and must abides by them, if we are in a country that does not enforces law on gambling be it physical or online gambling, then we are free to engage in it the ay w want but never to abuse the privilege that may make the government change their stand or take of the acceptance of gambling.

I don't know how you got the information that online gambling is legal in Saudi Arabia and UAE because it is clearly enshrined in the laws of both nations that gambling both physical and online is totally banned in these countries. Anyone caught violating the law in UAE risks two years jail term or a fine of 50,000 AED, which is around $5,550. If it's illegal as per their law then that's illegal whatever is the means of it, online or offline. But I think the point you're saying is that even the law tells so, there are citizens that still violate the law and still continue what they're doing even if it means breaking the law of theirs.

If there's no law yet about specific things like gambling then there's no restriction and violation for the people that does it. Laws from other countries can't be brought to that country that doesn't have law unless provided by their lawmakers and signed by their leaders then it will become a law or depending on the type of government and leadership that they have. As long as the state doesn't have specific rules about gambling then it can't be considered as a violation or illegal thing to do but if their basis is religion and that country doesn't have laws yet about gambling, that can be the basis of some people based on the bias that they have and belief so that prejudice will be justified.

They may be doing it in Dubai, Qatar or the open cities which the same rules apply in Macau where gambling is legal while on the mainland is not. It's almost like they bend the laws just to give gambling a leeway.

This is pretty much a good law as its for tourist attraction. Las Vegas is just an example of this AFAIK. But there is always a law for it.

If there is no law there is no sin. But are you sure online gambling has no law in countries like UAE and Saudi Arabia? They may have law about gambling in general and not just about traditional gambling but both traditional, online and any other type of gambling. What I know is that Muslim countries termed gambling as sin and be it online or traditional gambling, it may not be accepted in such countries.

Lack of laws in present doesn't mean something is legal. Just unregulated. There are very few countries like this left however.
Most places will either outright ban gambling or have some regulation so big companies can launch their games under a license.

The thing is, unlicensed gambling is a big thing even in countries without even any licensed gambling sites. But also in countries where there's favorable regulation, people still like on many occasions to just get a VPN or change their DNS and play in unlicensed casinos, because they have several advantages. I for instance, living in Greece, see several disadvantages in gambling in the country's licensed casinos because they have a lack of games and the house edge is higher. Also they don't pay bonuses that are as good. They just spend all of their money on promotion to get new customers and give little to nothing back. So I haven't even signed up for these providers really.

Technically speaking, if certain activity is not regulated is not "legal", and if it is not forbidden it is not "illegal". So, if in certain country there are no laws regulating gambling, it should be considered as an "alegal" activity in Spanish, translated as "unregulated" in English.

But beware because in certain jurisdictions what is not regulated may be forbidden, although this is not the case in most developed countries AFAIK.

I am from Bangladesh. my country also a Muslim country so in my religion Gambling is not legal. our holy book always against gambling and my country’s law do not support gambling but However, gambling has had many effects in my country. the youth of my country are very addicted to online gambling. Many online casino sites run smoothly for my country and some sites can be easily accessed using a VPN.  So anyone from my country can enjoy gambling. crypto and gambling are both illegal for my country yet we can access and use them

Online gambling and traditional gambling are not different from each other, they're both a type of gambling itself so if a country has gambling banned or is illegal, you can say the same for online at the same time, regardless of said online casino was crypto-based or not. In fact I'm pretty sure the ISP themselves implement geoblocking and in case anything actually gets through, casinos would probably have a clause in their ToS about users playing there being bannable, or at least if they're KYC details showed that they are residents of countries where gambling is banned.
I think you are right because why would there be restrictions on normal traditional gambling then an overlook for online gambling? From where I standing, the two gambling forms are same and if a country has banned on one it automatically means the other too is under restriction although I don't know if this would count because I have seen or heard about country actually banning online gambling because of the easy access of deposit especially through the debit card of the citizens of that country so inorder to protect their is strictly restricted online gambling.

It's not a complex issue, Saudi Arabia and the UAE are Muslim countries so gambling is illegal in these countries I don't know how it becomes complex to you it is clearly stated in their religion and some laws govern that.

Like all other forms of gambling, online betting is explicitly illegal in Saudi Arabia.

The country does not allow any in-person or online gambling, either by UAE citizens of foreigners who are visiting the country.

It means you're not allowed to gamble using online casino because it's prohibited. You might argue if you or your friends haven't face any problem until now even you've gamble for years, well this is not about in the past or present, but you won't know what will happen in the future.

I can consider it legal because no law prohibits you from gambling if caught the officer will have to present something that violates the law in their country or it will be considered an illegal arrest.

But if you're in a country that considers gambling immoral then it is better to follow your culture or you will be considered an outcast.

A law in gambling is either concerning restriction or regulation so if there's no law in this activity to that certain country, and if it is online gambling sites to be considered to engage yourself with, I think it fine assuming that there will be platforms you could access. What matters is restriction, if there is such thing then it is either you use VPN or you will be completely limited with online gambling platforms. There could also be a chance that gambling as an activity is neutral in that country, meaning, people are free to engage with platforms of this industry if they would have ways to do so as long as it won't be caught or promoted to public audiences.

What creates confusion in this discussion is having NO LAW regarding gambling activities. If there will be at least additional informations such as gambling restrictions, then it would be clear to talk about. Traditional I think, as he referred to might be those which are played on the streets and if that's the case, it is most of the time prohibited specially with public places but fine being played on their own houses as long as no one sees them, which I guess more in line with gambling being neutral to that country.

This is interesting, based on what I know you cannot be charged for something that has no laws that penalize you, for you to get penalized there should be guidelines and laws on how an officer addresses your charges if he cannot present a degree that charge you of doing illegal.

So if you are caught gambling online and no law prohibits you then you cannot be charged, gambling is legal in our country as long as you are playing on a regulated platform, if not then that's illegal gambling.
So laws define what's legal and illegal.
