Id  your have got Smerit, there's  almost nothing stopping you from sending merits, when you see a post that really catches your attention and you feel the need to merit such because of their quality, then having an Smerit becomes the only limitations to doing that, no body stops you from meriting any person of your choice.
You are very correct and right on the statement that you made on giving merits when you see posts that catches your attentions,that is to say for merits to be given,you should try and make sure you see that the post is of quality,don't just send out merit for sending sake,give it to those who really deserve it,and to someone who have really sat down to compose meaningful posts that are reasonable and sensible.There is no rule limiting anyone from sending Smerit,but send it to the poster who have done a quality post in his writup.

The forum doesn't limit newbies from sending out merits to other members of the forum but that been said you should abuse the merit system by exchanging merits with other people it is against the rules and you will face the penalty if you are caught.

You can send merits to any quality post that you find to be interesting but before doing that you have to receive some merit before sending out from the smerit that you have and that's not difficult thing to do because you see by the right side of your write where merit is written, click on it with the name of  user you want to merit, add the number and send then the number of merit you dropped will be delivered to the user.
Well, a lot of people are probably doing what you are referring to but only a few get caught and punished for it. This mostly happens among users who know they can't make any notable contributions to the forum or any thread and they are insecure as other users are ranking up and they are stuck in the pipeline and aren't moving forward.

For me, I don't think it's that difficult, all you need to do is to be your self, don't try to be what you are not, even if you don't have enough knowledge in the initial stage, you will learn everything over time, but trying to be as good as others before its your time can lead you towards things such as plagiarism or copying others which isn't a good thing to do.

Merits abuse is what is highly prohibited, you must have an sMerit before you can be able to send to another user, at every earned two merits there is one sMerit for you to send to another user which you find his or her post meaningful and worthy of meriting to your own satisfaction. There's no limit in sending merit with the rank requirement as long as you receive a single merit you will get an equivalent of 0.5 merits so for a total of 2 merits you will get a sendable merit. The total number of merits you can send is 50, you can send a merit to a person twice or thrice as you have sMerit but the limit is only 50 it will stack on the merit count until it reaches the 50 merit. Merit is part of ranking up so I guess being a good contributor to the community you will receive merit.

You are not allowed to send merits to your alt accounts neither should you sell or buy merits. If caught, your account and the accounts connected to the offense will be given negative tags.

As @SatoPrincess says we don't tolerate here buy and sell of merits just to rank up immediately and join into different events and signature campaign, possible your account will receive a tag.

If you see a good post, you should rate that person.  This will encourage the recipient to write more creative posts.  You must be a Merit holder to send Merit.  You can give half of your Merit to someone.  But you cannot give more than 50 hours of merit in 30 days.  And how to send Merit is that you will see Merit written next to each post, if you click on that Merit, you will see the details of how to send Merit.  Be careful not to waste your precious merit.

The only thing you have to avoid getting into is any sort of "merit me and I'll do same on your account" type of shit .. I'm mentioning this as my first advice cause i feel it's necessary that you understand how transparent the system is, and that merit shouldn't be given based on how familiar a profile seems to be to you.

Aside that, there's no limit to how many people you can merit - although you can't merit each of them above 50 at once.

Despite the fact that newbies doesn't have limitations on the merit system because every rank is free to merit any post depending on how quality the post are but to me, as a newbie you may not really get to know how the merit system works except some old users breaks it down for you of which they have already done that but even if a newbie is aware about the merit system especially how to merit others but a newbie shouldn't send excessive merit to a single post in my opinion even if it involves a post that is meritable enough.
There is no crime if newbie decide to send all his/her smerits to one particular account if the newbies feel to do so, if people are not generous enough, the newbies could have not gotten merits as well.

The merit system has only limitation of sending not more than 50 merits to one user in one month, but it dose not restrict you from sending to whoever you wish to send to, don not just abuse the merit system.

OP I am responding to the title of your topic, there is no law or rules restricting newbies from sending Smerit to any post they find of good quality but even though there is no restrictions but you have to make sure that the posts you are meriting is of high quality and informative, let it not be that you just give merit base on the fact that you like the posts because here is not a social media so you have to be disciplined because if you merit posts with low quality you can get tagged by a DT for meriting low value posts and it will make other users not to merit your posts even if they are of high quality since they will assume that you will use your Smerit to merit low quality posters, some users can even include your profile in their ignore list such that your posts and other of your activities will not be visible for them to see and again don't merit your alt account if you have one because it's almost same as self meriting and it is an abuse of the merit system.

There is no restriction on newbies giving out merit , newbies can send merit to any post they feel they have learnt something from or any good post just like any other members of the forum. Newbies are free to make contributions like other forum members,  their is no separate laws giving to newbies . Newbies are still member of the forum , so I think all Newbies are free.  As Newbie just try to know the rules of the forum so that you don't make mistakes.

The rules are simple, you only need to send your sMerit to posts that you think help you or that you find informative. The limit on the number of sMerits you can send depends on the amount you have. you can see it when you want to send Merit. there are several other rules that have actually been shared in your thread.
You have earned Merit, and of course you have sMerit that you can share. and know that your number of Merits will not increase if you don't get additional Merits. Likewise, it won't decrease if you don't share it. It's up to you whether you want to share it or not. but if you want to support this system running well, just share. it won't harm you.

Dear fellow, there's no limitation for newbies neither any rank to merit whatever desired posts that appears quality.
Be aware that before meriting a post, you'll have to receive merits from other members based on your quality posts and then you can also have sMerits known as "Sendable Merits" to merit others posts.
Every forum members are entitled to receive 50% of sMerits from every received merits. Example is when you receives 2 merits, you'll have 1 sMerit or 4 received merits will give you 2 sMerits and the minimum sMerits is "1".
To merit a desired post, click on the icon +merit by the right hand side of the specified Post and then input the figure of your desired sMerit but based on your total accumulated sMerits.
Remember that sMerits is prohibited to be abused.

When you get 2 merit from other users, it means you can distribute one sMerit to another in posts that you think are good and useful or other assessments.
If you get 4 merit, then you can send 2 sMerit. And so on.
The rules are made to be discussed not to be violated. Violation of the rules will get the right action.

As a newbie you have to earn merit if you want to give merit to someone. For example,
If you have One Merit on your profile, you cannot give Merit to any other member. But if you have two merits on your profile, you will have one sendable merit (sMerit) that you can give to other members. OP there is no limit on how you can give merit to another member you can send as much as you want. But till now as long as I have been in this forum, I have seen that no one has given more than 100 merit to anyone. Maybe this is the highest number to award merit. If you want to give merit to a post, judge its quality and then give it, never abuse merit because it is illegal.

If you have actually gone through the rules and couldn’t find any rules preventing newbies from sending out merit then it means there is no such rule. If you went through the rules well then you will see one that states how merit works, to be able to send out merits you need to have received some merits and for every merit you receive you get half of it as sendable merit tge rules is applicable to all ranks so newbies can as well send out merits but only to merit worthy posts.

There is button on the right side of every post where you can tap to input the number of merits you want to send.

No such rule exist here and you can send as many merits as you want to a post if you find it of been worth the merit you have in your possession to give out. It is just your personal choice or preference to the post on how it has been informative wise that determines whether to give it merit it not.

The merit system works like this; for every merit you receive you get a half sendable merit (Smerit) of it. For example, if you have received 4merits, you’ll have 2 Smerits you can give out. And when you receive 1 merit or an odd number of merits, you’ll get and half Smerits for the odd number on it which cannot be sent until you have another odd number to balance it up to be a sendable one.

I am glad you are going through the forum rules, I will answer your questions accordingly.

There is a limit for the number of merits to see to a single user not for just newbie; all ranks can only send 50 merits to a single user in a month, but you can send as much merits as possible to different users.

Note that, your number of merits determine the sense able merits you will have to send out. Let’s use you as example, you have seven meriys, it means you can only send out3 merits to any user of your choice, if you like, you can send all your merits to one user.

There is no such thing as excessive merits or a right or wrong way to send them, you have your view of quality and decide with that. If a post deserves 20, 30 or 50 merits, you can send that to the post if you have them.

A regular newbie will not have excessive merits to send, and anyone who can get a high amount of smerits will be aware enough of how to manage sharing them.
