I do not think so. Roma did perform well while coached by De Rossi. But that's because they were playing against a mediocre team. Roma overtime have been a good impactful team in the Serie A league, they're a good side and they've got huge task to prove a point and endure that they don't go below commendations too. They're a team that can definitely be compared to the likes of Inter and Juventus. However they'll need financial backings from the board to compete better and become regular top 4 team in the Serie A.

 The coach they have currently is skillful, they may technically be lacking a little bit of player quality but I believe they can make do with what they have. Recent game outcomes haven't been so terrible or bad for them. They're staying in shape and hopefully with time and weeks going by, they'll be able to stay back at their deserved top spots. The season has a couple of games left for Roma to show it's ability. They will try to be relevant in both the Serie A and Europa League too.

For me, Inter Milan's current performance is very difficult for other teams in Serie A to beat. So even though Roma is in their best performance, I still doubt that Roma can beat Inter Milan. De Rossi has indeed made positive results with Roma since he arrived. But even though De Rossi is a good coach, it might still be difficult for Roma to beat Inter Milan.
