Few posts up they wrote discount is 67% for everyone,no matter contribution size,with 0.50 ETH as minimum investment and 50 ETH being maximum.

Hey there, my understanding is that the tokens will be transferred to your wallet immediately after the ICO. How we gone know where is available AP if I don't have internet in some country?

That's a solvable problem. In case of mobile app we will cache the data about hotspot locations inside the app. Therefore you will be able to locate them even when you are ofline.
