Given the huge amount of money to be placed in such project, no one in their right mind would invest if it is not profitable. A new bitcoin farm like petahash will surely create a change in bitcoin economy. With the rise of bitcoin consumer population the rise of new mining farms will bring beneficial effects to faster bitcoin transactions.
Well, that's interesting because the guy will start mining after the halving, you need to believe in BTC! He's investing serious money, too. I'm expecting a substantial turn-over within the mining community. Not all will be able to keep up after the halving. Well, that unless BTC's doubling its value.
For him that sort of purchase is probably a drop in the bucket. I don't think anyone will think negatively if he does it, it will just bring more attention to BTC.

Imagine the montly electricity costs wow,that would be a huge amount.
He will need a lot of electricity power, and i suppose that he had a good deal with low electricity prices with the hydro power plant. A big investment on bitcoin mining outside of china.

That would definitely lower the chances of China gaining the 51%, but McAfee might now come close to it. We shall see.
I'm not sure why he would want to start mining Bitcoin, but I'm all for more people getting into the network.
10 Petahashes, though, is absolutely insane. I'm glad we're going to have more hashing power under the control of someone from North America, but it is still only a small portion of the entire network.
I actually looked up the current hashrate just for this topic, and those are insane numbers. I never knew it was that big.
