What is the reason the mempool is not cleared even when blocks are not full?
2 reasons:
1) some pools ignore lotsa transactions or worse, produce empty blocks on every network block change
2) segwit was a scam - it's aim was to centralise bitcoin with centrally controlled lightning networks
it didn't resolve the block size problem as can CLEARLY be seen early in the year

1. Is it in the code to ignore transactions? Cause it is happening to all major pools which I dont see blocks utilizing all the space.

2. In your opinion, What is the next solution apart from Segwit and Lightning? Since big blocks are out of the question?

Swore off of them after I burned the last of my $200 coupons on now worthless L3s (with the coupons, they were very cheap).  Actually losing a few cents a day mining with those now.

In related news, did everyone catch that China is going to IP block another 100+ exchanges from their citizens?  They already banned exchanges within their country, so this will be the Poloniex's of the world going away for them.  Bitcoin must be worth something if they are so afraid of it, but that is sure not going to help the current recovery.

Well, the S9 is also a couple of cents after power costs.
