What are their fallback procedures for IF they cannot produce the larger units, but can produce the smaller ones?

I think they were kinda clear that much of this will be outsourced.
So, figuratively they will get the first one at the same time they could easily send to customers too.
It looks like they feel they can do the same steps to produce Mars and betting the house on it.
