This clearly hurts fair play in football, and isn't that what should be upheld?
Why is there a policy or regulation if they are the ones who violate it? better there is no policy or regulation at all.

I think that Barcelona like any other team has good and bad times. Last season Barcelona did well and had no competition. Now other clubs are doing better than Barcelona and it doesn't mean that FIFA supports or doesn't support anyone.

Yeah FIFA sucks. lol Barcelona is fifa's favorite club. This is why the one who deserved to get ballon d'ors was not even able to winning it. A club that has an additional player in the field and that's referee.

5 matches without a win indicates that they are not doing well, although they did not lose the match, but still when dealing with teams weaker than them and they get a draw it can be said to be a negative result they received.
