It is the La Liga has restricted Barcelona from registering these players. This season without a good financial standing, the club has spent more than any other club in Spain in the transfer market. Currently they are unable to register those players because the La Liga officials discovered that they don't have the funds they claim they possess. Part of the money they claimed they received from investors were actually paid by the club using another company. Now they have to source for other means to raise funds that would enable them register those players.

This is not a Scenario because La Liga is not regulated by another party. The Spanish Football Federation (RFEF) has set the rules for all teams competing in La Liga, all teams have the same rights, there is no difference.
The reason Real Madrid and Barcelona have always dominated La Liga is because these two Spanish giants are stronger than the other 18 teams. There is no specific prohibition for another team to win the La Liga trophy, anyone can become a Champion and is considered valid by the Spanish Football Federation (RFEF) as long as they are able to finish first at the end of the season.

Barcelona just don't know what they are doing at the moment. They have made many transfers without worrying about a possible problem with financial fair-play. Now they are on the verge of having big issues about that. They are trying to solve the problem by cutting the salaries of some players but it wouldn't be easy to convince those players for that. Apart from all that, they are still trying to make new signings as well. This may not result in very well for Barcelona in the long term.

This is due to the stupidity of Barcelona management and Laporta. They know very well that their club's finances are not good, yet they have spent a lot of money. They still haven't paid the full fee for Raphinha. They were well aware of the rules of fair play. They faced this problem in the previous season as well. They forced Messi to leave the team under the pretext of fair play. Still we don't know how Barcelona will save themselves this season.

The decision to cut salaries of some players has caused Barça a lot of problems. A salary reduction or departure has been refused by Frenkie de Jong.
