This is like making a solution to another problem, so there is no exact solution to cutting their salary, this is only for a moment, a matter of time. NYRB - Barcelona, well I'm not good at predicting scores, maybe more than 4 goals Barcelona best chance is not to concede. But I wouldn't bet anything on the match, Barcelona will definitely test Lewandowski.

If there is no matter, exactly Barcelona will be really hard to face, additionally when all of the new squads can really join and blend in the squad properly, without any self ambition that will make them ego is to be the best player i the club, and if they are solid enough, they will be a very great team again. Xavi isn't refraining from spending too much money now as he is targeting to build right the team he wants to see. Kounde has also been signed by them officially for a transfer fee of 50 million euros (according to Transfermarkt).
Of course, they must have a better season because they already spent a huge amount of money to sign some top players. It will be very poor if there is no improvement in their performance this season. They now have Lewandowski, Raphinha, Kounde, Kessie and Christensen, these are experienced players who have great skills. Actually I also don't really like this because as you said they don't hold back in the transfer market even though they are having financial difficulties.
But if you look at their current squad, it is very hopeful to see them competitive in La Liga now after last season Madrid smoothly took the trophy. although indeed I still see Madrid will bring the trophy again now but it will still be a bit difficult for now.

This issue of Barcelona owing player's salaries or wages is not cool, especially for a big club like Barcelona. I mean, if this case goes to court it will not be good for Barcelona and the kind of name it bears as a football club. This is a prestigious club, every player who goes their goes with high hopes and expectations, players wages should be a must do in their list of priorities. Hopefully this issue gets resolved before it gets out of hand.
