I thought that only Chelsea were after signing Sevilla defender Kounde. Barcelona also seem interested to sign him now however they aren't very eager to pay the asking fee like 60 million euros. Barcelona aren't financially stable as we all know and they don't have an option to spend a lot of money now. They are targeting a few players these days and they want to finish these deals or at least some of them for as low price as possible. Considering that I think Barcelona will fail in signing Kounde and Chelsea will stay one step ahead of them.
Yes they (Barcelona) also expect Jules Kounde to be part of them next season to make up for what they lacked last season. However, Sevilla's price is an obstacle for them, on the other hand it is profitable for Chelsea who are also eyeing this player. If the situation doesn't change then I think Chelsea will get his signature soon, as you say.

AFAIK, Koundé has only been a target for Barcelona and it will remain that way for the foreseeable future, not with Barca's financial dilemma, Koundé is only 23 years of age and got just two years left on his contract at Sevilla' I really don't see Barcelona going all out and out of line for him when they can stay in contact and get him for relatively cheaper next year, with the hop that the financial status would have been better or in 2 years when he'll be just 25 years as a free agent, provided he doesn't renew his contract, I'd expect him not in as much as there's a reasonable approach from Barca.
Chelsea has been in direct contact with Sevila and Kounde's agents since the previous transfer failure last season, when Kounde skipped training for after his release clause was increased last minute in an attempt to keep him at the club.

Personal terms were agreed upon with Chelsea a few weeks ago, and it's only a matter of time before Chelsea submit an official bid for him. He wants to join Chelsea, and the Barcelona deal is just a rumor because they don't have the financial capability to pay such a high fee for a player right now, as they're still struggling to register Andre Christiansen. Let's see how the drama plays out.

Haven't they solved them Financial challenges already ? But if they haven't, Kounde is a good talent but I still don't see the France international joining Barcelona. Xavi Hernandez can possibly work on Araujo and newly signed Christensen from Chelsea. Although, Sevilla will be opened to sell. I wouldn't want to sell to Barcelona coz they're good opposing sides of Sevilla. Chelsea should be a good option for him. Double doubts if he Gon too very well coz , the likes of Kurt Zouma have been used by Chelsea and didn't make up with Chelsea.

Barcelona are recruiting good players, some are not finalized successfully but if done, they will do excellently perfect in the new Campaign and Season. My potential candidate for the Spanish La Liga should be Barcelona.

Jules Koundé himself is a young player and is still under contract for 2 more seasons with Sevilla, so of course Sevilla charge a high price because Jules Koundé's performance and contribution is very good. In the 32 matches played by Jules Koundé in La Liga, he managed 2 goals and 1 assist, as a center back it was a great achievement. Barcelona itself in this transfer window has many plans to buy, so with financial chaos, of course, it will not be easy for Barcelona to get their target player.

Barcelona optimal or not really depends on the depth of their squad, but with the right strategy of course Xavi can optimize existing players to compete next season, in fact with strategy and hard work a team is not impossible to win a competition even if only with a makeshift squad, I think there have been many examples of teams that didn't have a capable squad but were able to win the league so far, so right now actually improving finances is Barcelona main focus rather than anything else.
