That sounds optimistic like hell to me. Barcelona is still not quite there in my opinion and they are still trying to find their way to replace the last golden era. Beating Valencia 2-1 after bring one goal down isn't quite what you would expect from a team like Barcelona. I thought they would show more dominance and be more efficient in scoring.
Of course Barcelona is trying to improve everything, but they need time and hard work. Some of the academy players who have now entered Hansi Flick's main squad are basically good, but improvement will not come immediately in one season. Barcelona's performance when they beat Valencia was quite good in my opinion, but they are still very far from their golden era.
Now with the team they have at the moment, I doubt that they will beat Real Madrid over the course of the whole season, let alone in the Champions League if they should face each other. I would as well doubt that Barcelona would be able to beat Manchester City. I am not saying that they aren't a top team, but there is still a gap between them and two to three best teams in the world in my opinion. Sure they could still win a game against them, but I'd still put City and Real Madrid at a 10/10 whereas Barcelona would be more like an 8/10.
I also doubt that Barcelona can beat Real Madrid in competitive matches such as La Liga, Copa Del Rey or others, but it is never impossible.
So far Barcelona is combining experienced players with young players who are developing, their performance is good even though it is doubtful. Barcelona can beat Real Madrid or at least trouble them, but Barcelona's rating is certainly below Real Madrid.
After all, no one can guarantee that Real Madrid will always be able to beat Barcelona throughout this season in El Clasico, of course because there are various scenarios that need to be considered.
