The winner will get 99% of all the bets in that block, and there is a minimum of 0.02 btc.
So basically if there is just 1 or 2 bets, the winner will get 0.02 btc back. If there are N>2 bets, the winner will get 0.0099*N btc back.

it is also indicated in the OP how to check who won. all transactions are put inside a block in an order determined by the miners. if your transaction is valid (not below 0.01 btc bet) and you are the last transaction in the block sending to the address given, you will win all bets.

the total bets of all players less 1% fee will be the prize for the winner. however, if 1 player only bets, that player will get 0.02 btc automatically. because 0.02 btc is the guaranteed prize pool.

there is. all winners were paid. bets are sent right after the block is mined. so payments for block 354168 was sent and was included in block 354169 etc. i'm using a linux daemon so payments does not necessarily come from the 1betxxx address.

Then wondered if it was a gambling game because bet was in the address. Apparently circle doesn't support gambling. Oh well only out .01 just like I lost anyway

"gambling activities including but not limited to sports betting, casino games, horse racing, dog racing, lotteries, games of chance, sweepstakes, games of skill that may be classified as gambling (i.e. poker), or other activities that facilitate any of the foregoing;
We understand that gambling may be legal in your jurisdiction, but unfortunately we cannot allow you to use Circle in connection with these activities."
The entire reason I switched to circle from coinbase was that coinbase was/is cracking down on gambling.
As for the funds not being returned, im not sure if its because they suspect gambling? Circle does seem to mix transactions and the send address isnt a valid return address, apparently. Kind of frustrated with the live support too. He was very pushy asking me about the transaction and what it was for.

how can it be a ponzi when the winnings are guaranteed every block and it is sent right after the block is mined and i have escrow. it doesn't make sense. besides, if you look at it closely and if at least two players will play every block, i will earn 1% from the bets.
