An Antminer S7 is way within your budget and can produce around 2 btc a month!
You can buy this from bitmain.com (their deliveries seem to be becoming very slow)
There is also an Antminer S7 that you can purchase from hashnest.com that may have a faster roi or you may be able to try miningsweden.se to order one and get it delivered to you or hosted there but it is in Sweden/Europe.
That only leaves me $177 for my PSU. So that's not in my budget.....$177 isn't enough to get a good psu to power that.
