This is a good opportunity to recommend nearlyfreespeech.net - they are a really nice host that I used a while ago. The idea is rather than a monthly fee, you pay for what you use, by the cent. Very good for very small, not often visited websites.

No, which is a shame.

I've noticed they tend to be harsh on extraneous features in their writing. I imagine it's because they only want to do the hosting job, not marketing or extensive support (which is why they encourage technically-minded customers). But their feature offering will cover most sites, and the system isn't hard to use if you do a quick search on something you don't understand.

It really is bad. They will cancel your account if you start getting traffic just to make you pay for a premium account.
