The site actually loaded for me again wow. It says announcement over the weekend on front page. All the changes that people were mentioning are there and there is info on 1/23 payments

That is the old server, and probably where he is doing his testing, rather than the true website.All functions probably aren't activated on the test server either. It's just a cosmetic change that looks promising.
If site go live today - do you think that all missed payments since dec will be available to withdraw?
Assuming bee has fixed the database, it should be a simple matter of multiplying the number of shares and the LTC/share value for the missed payments. I'm assuming he currently has untouched BTC from previously completed orders. That BTC can be used that to pay out on demand BTC withdrawals rather than having to hit an exchange for conversion. Since LTCGear is based off a LTC/DRK mining op, he should have valid wallets with enough coins to cover those withdrawals.

Just a further delay of 2 hours is in itself positive. Could mean he's very close to a solution, otherwise he could've chosen voor 00:00 or 1800 the day after.
At least this means its not automated. I hope it means hes very close to opening back up but fingers crossed
