Remember, he used the word newly formed, not newly elected. The present bunch of politicians who call themselves the rulers of Ukraine are actually a group of neo-nazis and oligarchs, who were installed there with the help of the 5 billion $$$ which Nuland spent.

Given undefined nature of Ukrainian borders, Russia definitely can have claims to Blue and Green territories, and Poland to the Red.
Territories presented to Ukraine by the Russian monarchs are, on the other hand, indisputable as monarchs were within their legitimate right to give lands as present

Putin’s goal is twofold: 1) to destabilize Ukraine and 2) to de-legitimize the newly formed Ukrainian government. In eastern Ukraine, Russia is using the Crimean method of creating instability, staging protetests for Russian intervention and using the pretext of protecting ethnic Russians from ultra-Nationalists attack from western Ukraine. However, eastern Ukraine may be different. Ukraine’s troops were employed to quell and repel Russian provocateurs in its eastern borders. Ukraine must remain vigilant and not to employ heavy handed tactics that may add credence to Putin’s claim that ethnic Russians are under attack. It would be wise if Ukraine does request an intervention of UN troops to monitor the situation in eastern Ukraine. More important Ukraine must find and elect a candidate that can create a consensus amongst the ethic Russians in Ukraine; internationally remain neutral in all Russian and European affairs and not seek admission into NATO.

I wonder how you can type all that with a strait face, when 1. Putin (via Lavrov) called multiple times on US/EU to help stabilise the situation in Ukraine by conducting constitutional reform and federalisation of the country, so that bother South-East and West of Ukraine can coexist peacefully and 2. The coup government does not need de-legitimising as it is initially illegitimate - it used the same methods to get to power as the people in South-East are using to gain independence.

Oh, and all presidential candidates that were even remotely sympathetic to the South-East and the Russian population there were removed from the election run.

Issues with language. The Western Ukrainians want their Eastern counterparts to stop speaking Russian and shift to Ukrainian instead. The Easterners don't want to do that, as Ukrianian is useless in the East. If there is no autonomy, then the Westerners can enforce the ban on Russian language.

Russia has proposed federalisation of Ukraine as the only viable option for its survival, but does not get support from the West.

the question is when did the Russians inhabit those areas, if they came in the USSR there is no right to make them federalise

In Switzerland, the different ethnic groups (4 of them: Germans, French, Italians and the Mountain-men) don't hate each other. Also, there is a lot of federalism there, with each Canton having the autonomy to decide on its internal matters.

Ukraine was never a viable nation. You can't survive as a nation when your population is evenly divided in to two warring groups. The hatred which the Westerners and Easterners have for each other is unbelievable.

If the things keep going like this ,in a few months Ukraine will disappear from the World's Map .
