Because on JD u could roll with 4 decimals like 99.9999x payout on pd u cant its 99.99x , and on 2 decimals beting on 98.99 wouldn't give u any payout. Why would u bet on no payout? Min payout on pd is 1.01202x , u want less than that ? Well then u would need to go to other dice site that offers that.
PD offers u min payout 1.01202x and house edge 1% , that is just how it is, if u dont like that, im sorry,  u would need to look elsewhere.

Think about it...

At 50% chance the house has 0% edge, it means it is an even coin flip.

At 49.5% chance the house has 1% edge, because technically if you roll high low, you are either going to be at below 49.5 or above 50.5.

Taking 50.5-49.5 is 1%  hence, the house edge is 1%.

With your logic at 50% the house has 50% edge in an even coin flip, the house has no edge, not a 50% edge.

Read my post it doesnt mean its 2% house edge . But when house edge is 1% and u would be allowed to bet on 99% u wouldn't have any payout , it would be 1.00x payout and that is pointless isn't it ? So its max 98%.

Best way to calculate house edge is to put payout on 2x and see the difference between over/under.
