Quite simple, don't host local, don't "own" local, so register it in your name in another country. And check how risky it is to have ad parties sending cheques or similar.

Thats correct, if you are unsure about the legalities in your country, you can register the domain on fake information using bitcoins and there is no risk involved.

I wouldn't recommend fake information, if it would pick up and someone stole the domainname you have nothing to prove for it, all big hostercompanies have "privacy" packages for a few USD a year that keep your name hidden at all.

I think this just have to be like the adult age for sex in any specified country but generally 18+ will be alright for the website.
