If they have a neutral stand, there's no problem I guess as long as MegaPari has said that they're operational there.

What they won't agree to it is if you're from a restricted country and you try to gamble with them using a VPN. That's an offense and might just result to frustration.

So if you find your country on their restricted countries, don't even bother to try even with a VPN.

I can't just assumed but normally a site or gambling site that ban people from using vpn if any person pass through vpn to access the site that means such person is cheating and hence their account will be freezed, except that country is listed among the operating country that they allowed users from such jurisdictions to gamble.
Few of the casino that I tried reading their terms of operation it was stated over there and I believe other site should have similarities.
