I would like to mention two issues in here:
- The first; banned problem :I want to say should add the warning to the first offender + the reason for warning the wrong account that caused. Many uninfected users are offended in the forum and they are unreasonably banned. So there is an email about rules sent to new members.
- The Second, merit: Many members do not understand how to achieving merits. It is important to establish a merit scoring system because it is quite complex and difficult to understand at the moment.

Tuanphuong666, there are clear and thorough guidelines regarding merit, and how to achieve it. It is by posting consistent, above average content and overall contributing and helping (where you can) the overall quality of the forum. I'm assuming English isn't your primary language, so I am sure you'd be forgiven for spelling mistakes/punctuation etc, but why not make a few decent posts and show willing? I'm sure the rewards will soon follow.
This isn't rocket science, its just helping and posting where you can and when you can. I don't think posts like this will do you any favours at all if i'm honest.
