I doubt the members who do not wear a signature (even though they can walk into some of the top campaigns) have other means of income from the forum. Such members usually love to post naturally, having a signature or avatar or personal text means you can advertise for a platform while posting as you like. If you didn't have a sign enabled, you'll literally need to mention the project you're advertising for, for your posts to be any good to them.

No there's no special rules for newer accounts, Just;
• Make sure you do not spam,
• Post in the appropriate board,
• Do not bump quicker than 24 hours and delete old bumps.
Ethical rule: Do not scam.
Are there any written prohibitions on this forum? If I want to encourage people in my country to join this forum and learn about bitcoin?
I don't think there's a any post directly aimed at encouraging people to join the forum.. The repository of information available and wealth of knowledge being shared should be enough incentive.
You can search up really good posts in various sectors and use that to show what the rest of the forum offers. Remind them there are lots of spam too though, so they know what to expect and can build a mental filter.
