People there is an ongoing issue with the blockchain that started circa 10 am GMT this morning. according to @metaverse devs are aware and working on a solution.
The issue prevents miners/pools submitting successful blocks and this delays transactions

Mining pool wallet issue report
[Issue] mining pool wallet got error: store_block error_code:4, which caused transaction package block came out abnormally [Reason] After investigation, we found that if users choose same address and same amount to do deposit in the wallet deposit transaction, the hash of reward transaction might get same, and this would be recognized as repeated transaction during verification process, which make the package of stored block refused in the second time.
[Solution] Adjust filed lock_time of deposit coinbase transaction, make sure the hash won’t be repeated in extreme situation.
[Influence range] Only mining pool wallet get affected. This doesn’t influence the security of finance.

In order to mine on this pool you need to have an ethminer installation pointed to
