Also if this were a scam, wouldn't you think the dev would have taken the btc that was supposed to go to the block cypher? Seems pretty obvious to me. But no, that didn't happen. URO is the real deal.

This is a standard legal clause stating that each party to the contract is solely liable for any and all bank charges or transaction fees incurred as a result of this transaction. You post things you don't understand, and act as though they are proof of wrongdoing. Let me guess, next you will say that the typos mean they are false documents.
