While I'm not necessarily saying it's OK, these are pretty standard clauses from general services/websites particularly the continued use = agreeing to terms. If I have to guess, it's probably to protect themselves in case things go south.
Probably also depends on how big the changes are. These are standard clauses most services I've seen have and reputable ones have communited the important changes.
It is obvious that most of these policy changes by casino sometimes seems funny and what most of them do is that they fail to inform their customers mind you, they always have it in the back of their mind that if anything goes south, they would hold unto the terms and conditions of service you agreed to against you which is not good and we all know it was drafted in the sense that it would favour them to any extent they want it.
Irrespective of how big or small the changes effected by the casino is, it is pertinent that they always pre inform their customers and also do well to inform them after they would have been through updating their terms of services just as they give everyone member of their platform prior notification to their sudden maintenance same way they should be able to inform their clients of possible changes in terms of services so they would be aware of it.
