You can go do some chores for local neighbors?

You should offer to mow your neighbors lawn. Generally speaking you can make a hundred dollars or so in just one Saturday afternoon.

Have only 2 neighbours and both are very poor

From my experience on line work at the computer from home is the best job you can find.
You can finish some courses, get some skills and maybe start bulding websits, become expert for Internet marketing etc.
or if you don't have time, money or patience for this, you can try some legit on line businesses, MLM based like SFI, PTC programs or even here on bitcoin forum you can join signature campaign.

As I am his only friend with a bitcointalk account (I actually got him into bitcoin) he asked me to continue the thread for him

You can't really make a Kickstarter if you have nothing to offer in your return. You have to give the backers something. You can only withdraw from kickstarter with a US bank. You can "IPO" something on this forum, no kickstarter needed.

Maybe i missed something but I don't get what your saving for exactly?  I understand your turning 18 in November but not sure why you need the money for by then when I read the OP.  Either way you should look into advertising for sites on this forum or one similar to this.  Or doing some kind of service in return for Bitcoin like graphic design or even coding comes to mind.
