I never thought that there was a bigger issue behind this bounty. I'm trying to read everything and there was an extortion happening back then in the old days and still talking this 2019. I knew that there is/was many scam incident with bitcoin but I never thought that extortion could happen with forums (I only back read few articles so if extortion never please disregard my comment). I think Audacity is the best free software for editing audio files - https://www.audacityteam.org/
They have a good active support forum as well.
Yes, for editing audios but not for voice overs. I already tried it before especially removing the background noise but it doesn't seem to give me the best quality. And yet, I still prefer Vegas Pro for editing Videos as well as Audios. The only thing is it's not for free. Unless you download it with the use of torrent. They have a good active support forum as well.
