We already have quite sensitive garden/"burglar" lights and they are activated every time he paces about. Save for installing a giant motion-tracked floodlight, this wouldn't help. Yea I would def head over there and let him know that you have nothing against him smoking weed but that he needs to start bringing it inside or find another way to smoke without you hearing his violent coughs and/or smelling his puke after a huge hit. Tell him to get a vaporizer! That it'll get him higher and won't make him cough like that... win win.
