I do not know how much the fee is charged for withdrawing a large amount but I made several withdrawals and charged a fee as said 1 $ per transaction.
and so far I only use 2 types of coins to withdraw doge and ETH.
maybe next time I will use other coins to compare which one is faster.

So you are using coinpayments for receive crypto-currency. As far as I know there is high fees and even they ask fees for deposits as well (if I am not wrong). However, very less web wallet accept gambling payments there. But as you said Guaranteed safe and secure which isn't in my opinion. Even they have country restrictions now (they banned my account). So I will suggest use BTCPAY server for receive payments. It's open source payment getaway. You may use your own server with it and receive payments without hassle. Your fund will be your control, there is no third party. Also they allow Lighting network to accept bitcoin. I assume this would be more safer for you and gamblers as well.

Buying dedicated proxy IP address could be solution for anyone to bypass the country restrictions where chances of getting caught is very very minimal but using free VPN is risky thing to do.

But when someone tries to violate TOS of sites they are in risk of losing their account as well.

I don't recommend this, once your country is prohibited from gambling sites dont ever try to bypass such rules. Maybe it will end up soon a big problem once you are detected using PVN. It still won't work if you uninstall and reinstall it. I once had a problem like that and the cause is on your network where your network provider is blocking this site or this site is blocked in your country. Play using VPN but I don't know if they allow you to play using it.
